They should both be supplied with passbooks but with covers of
different colour.

That separate receipt books for the necessa-
-ry fees in foil and counterfoil be issued. That the counter- -foil slips perforated with the letters H.0. be pasted into the books on each occasion of the renewal of the annual licence.
(4). That special Permits be abolished except in special cases for special purposes. In such cases receipts to be issued in foil and counterfoil on payment of the necessary fees. Counterfoil to be perforated and attached to the Book in the places provided for the purpose.
(5).
If trading junks licensed for the waters of the Colony only, desire to leave the waters of the Colony, they should be given a special permit for the purpose limited for one voyage only. This would take the form of an entry in the Pass- -book with counterfoil of receipt perforated with the letters H.0. and attached to the Passbook.
(6).
At each station where licences are issued a register should be kept of the vessels licensed and a mark placed against each vessel on renewal of licenses for each year. It can then be readily seen which vessels have not renewed their licences and their cases can be enquired into.
(7). 83 per annum should be added to the present fees for trading junks in order to make good the loss in the monthly permits, the fee for which is 25 cents. 81, should be charged for each Passbook on its first issue, and a fee not exceeding $10 should be charged for each book lost or damaged.
(8). We do not agree in the fees proposed by Mr. Percebois on page 16 of his report for fishing junks. We think it will be sufficient to add 83, in lieu of the special monthly
permits, to the existing licence fee.
